Re-organize the main config YML file for clarity and legibility

The main config file (here: https://github.com/Azure/CanadaPubSecALZ/blob/main/config/variables/CanadaPubSecALZ-main.yml) could use some re-ordering and better structure.

Some suggested changes:

• The other .yml files have a license block of text at the top, while this is not necessary it could be nice to have that back for consistency.
• The values and parameters work in any order of course, but arranging them in sections of similar use with headers can help readability and learning.

During deployment this file is usually copied and renamed for the situation, so this would be a worthwhile and lasting effort for users.
