Deployments need to support tags #271

Ask: As a user, I was not able to deploy using the Greenfield Lite or Brownfield Accelerators. My organization has strict tagging policies and I'm not able to modify tags in the portal or bicep experience

Workaround: I created an exception at the resource group scope to ignore tags. However, the accelerators such as Monitoring create their own RG's (e.g Operational RG). Therefore I had to move the scope of the policy one level up to the subscription.

Ideal state: Please allow each resource to have optional tags to adhere to my policies
