Bug Fix for Portal Accelerator ALZ deployment when selecting single platform option.

• Addresses GH issue https://github.com/Azure/Enterprise-Scale/issues/1487

Portal Accelerator fix for VPN Gateway regional deployments - removing the region check for regional deployments as all regions support this (as opposed to AZ deployments).

This PR fixes/adds/changes/removes

1. Fixes eslzArm template to provide dedicated diag settings deployment for ES Lite
