Provided clear documentation on why we're deprecating MariaDB policies and provide links to official documentation. Changed policies

This PR fixes/adds/changes/removes

Explain that ALZ custom policies for MariaDB will be deprecated
Changed the affected policies: Diagnostic | Settings (Deploy) and Public Endpoint (Deny) to deprecated
Provided documentation and links explaining why
