Deploy a default budget on all subscriptions under the assigned scope - Action groups #1625

Assigning this policy is susccessfull when using most of the defaults. When trying to use an action group (new or existing in the subscription), it fails with the error shown below. i have a support request open for this also (just to check I'm not doing anything wrong).

Steps to reproduce

  1. Add in an action group to the parameters at assignment time
