Define a toolset choice tree (decision tree) to help users navigating through a set of options, based on their various entry points into the Azure ecosystem (UI/IaC/API/Third-party) and to show options for mature as well as less mature users.

@segraef With API, do you refer to an API surface that is provided by a central enterprise team, with which teams within the enterprise can provision standardized resources? I am working in such a central enterprise team, and we are considering to introduce a durable function for routing to "hidden" Azure Pipelines to provision the various Azure resource types in a standardized manner. We require this because of some operations that require elevated security such as kicking off a domain join vm extension, or creating groups in active directory, joining and removing of app service plans from a shared app service environment.
