The VMWareConnectedVSphere resource provider is not available in the Azure US Government cloud (Fairfax). I have added a parameter (Environment) which allows the customer to now generate a custom policy for Fairfax without this resource provider. The new parameter (Environment) matches the Environment parameter on the Connect-AzAccount cmdlet.
