Custom value not saved unless custom value from dropdown is selected

Describe the Bug with repro steps

1. add a new function and open function properties pane
2. type a custom value but do not select from the dropdown
3. click outside of dropdown
4. Validation for new value does not occur
5. new custom value does not save, you can confirm this by closing and reopening properties pane, or view the YML
