[Portal] Consumption Overview Blade `Enable` action errors are not shown #3754

Describe the Bug with repro steps

  1. Go to a consumption logic app overview blade
  2. Click on the Enable button
  3. If there is an error like QuotaExceeded it will not show, instead nothing happens when you click the button

What type of Logic App Is this happening in?

Consumption (Portal)

Are you using new designer or old designer

New Designer
