Cannot reorder conditions in new designer #5077

Describe the Bug with repro steps

Create a condition with at least two conditions.

Look for the Move Up or Move Down Button

@gravelj2 thanks for reporting this issue. The original condition used a library that was deprecated, and thus required us to move this into a custom in-house version. I'll try to get this feature in the coming months.
