Fix deployment issues #285

Basically the errors where related to the fact that Moodle 3.8 is no longer downloadable https://github.com/Azure/Moodle/commit/630b0f58c1711b92fbd5010e59dd2d62ea527c9b

And the second fix https://github.com/Azure/Moodle/commit/04eb64453718f5c2c3507c351811996943bd9b97 is related to the download path of jq that was causing the error:
