ci: remove aks-engine soak clusters from pr and nightly

Reason for Change:

• Remove aks-engine clusters from PR and soak
• Remove aks-engine deploy templates and cluster configs
• Set comment: false for codecov
• Run lint, scan_images and unit_test in parallel
