Chore: Update Terraform version #111

Updated Terraform version from 3.50 to 3.71
Microsoft deprecated support for retention policies on diagnostic settings so I removed the days setting for the retention policy in the module
Removed duplicate diagnostic setting deployment in App Gateway

Great job @ibersanoMS @aarthiem the deprecated support for retention policies fix need to be applied to bicep as well and to all the resources that are using diagnostic settings. We may need to open up a task for that.
