update Terraform READEME file to adjust "Choose your deployment experience " section after "Setting up your environment" , as this will be preset up for both "Standalone deployment guide" and " Step-by-step deployment guide"

@ibersanoMS @kpantos FYI. he needed to make some changes in the order of things because we need to make sure those prerequisites that apply to all deployment options are listed outside the option specific instrucitions.
