Convert existing region to ZoneRedundant #590

What is the problem you're trying to solve When there is no replication enabled, customers would need high availability for their exiting ACRs.

Describe the solution you'd like Ability to enable Zone redundancy for a home region of ACR.

can we get a update on this? i wouldn't mind having to setup replication in another region first. i have about 300GB of images and it doesn't have zone redundancy enabled because we started from a basic tier and upgraded to the premium one afterwards

and if i would need to recreate the registry just to enable this, my boss would kill me for all the downtime we would have
