Ok, it seems that the without the API server definitions for OIDC the cluster will provision. Will the deployment process check for the issuer? The issuer will not be available until after the deployment, as it will be deployed to Kuberetes (CoreOS Dex). Is it possible to have the API server not check the issuer?
