VirtualMachineScaleSets should not be an option for MASTER availabilityProfile #4283

Why you should ask ? Because an unfortunate scale down to 0 and you have lost your cluster for good.

Instead, and in order to be able to use Availability Zones (which you cannot use yet with Availability Sets) I suggest a new profile availabilityProfile AvailabilityZones
