Following PR if for a seperate branch for multistep command palette wizard. The branch multistep-commandpaletter-wizard is created with an intent to POC the wizard of multistep and that will give PM's a playground to compare and move forwards. This branch will stay in WIP Work in Progress

This PR enables, second wizard which is setup gh workflow.
Cleans up some part of code and extract command API helper outside to utility.
