Surface Check and Dashboard changes #40

Description

The surface check for historical count is added. The count for historical data and the total resource count on Azure API for FHIR and FHIR service are added in the dashboard.

The logging for failure of export/import is added. The error message is now capture and store in table storage and application insight. The failure message is also shown in dashboard.

Testing

  1. Unit Testing.
