This PR consists of changes to rename cat (Code Assessment Tool) to appcat (Application and Code Assessment Toolkit)

updates to the rules-themed folder
updates to the pom

The windup-rules-links-test are failing lately because they check all the URLs... and some are returning a 308. I have created a JIRA on WindUp about this (https://issues.redhat.com/browse/WINDUP-3959). The WindUp team is having a look.

On our side, I would say that it's ok, @kthatipally can merge even with these failing tests.

Damn. When you curl https://spring.io/projects/spring-cloud-openfeign/ you get a 200, and when you curl https://spring.io/projects/spring-cloud-openfeign (with no / at the end), you get a 308. Let me change our URLs
