Running AppCAT in a non-Unicode environment will cause windup.js to be encoded as non-unicode #182

When AppCAT is run under a non-unicode code page environment, such as Big5, the encoding of the generated windup.js file will be the code page of the execution environment, not unicode. 2023-11-06 14 09 30
