Removed the source technologies: This rule is true for all the source, not just springboot or eap

       <sourceTechnology id="springboot"/>
       <sourceTechnology id="eap" versionRange="[7,8)" />

Updated the category and effort: The rules were marked as potential. I changed them to mandatory and changed the effort to 3 (see https://github.com/Azure/windup-rulesets/issues/11)
Updated the message and added Links
