When we talk about on-premise database rule, we need to check from two perspective:

Detect what database customer is using, then ask customer to migrate the database into Azure. Covered by https://github.com/Azure/windup-rulesets/pull/66
Customer are using configuration in code and violate the [cloud readiness config principal] (https://12factor.net/config), then ask customer to update the configuration from code.

The configuration check part is decoupled in this PR

@showpune can you also refactor the message in azure-database-config.windup.xml so it uses Markdown and not the CDATA (see https://github.com/Azure/windup-rulesets/issues/44)
