Refactored version of the initial Terraform implementation, including:

Support for Linux and Windows App Service plans
Support for zone redundant App Service plans
Distinct Terraform solutions for Hub and Spoke, supporting integration with pre-existing hubs.
Feature flags for deployment of optional backing services
