Move test-sdk.yml & test-emitter.yml from Azure Pipeline to GitHub Action #1405

This GitHub Action is going to replace the Azure Pipeline: https://github.com/Azure/autorest.powershell/blob/main/.azure-pipelines/test-sdk.yml

After this PR is merged, I'll delete https://github.com/Azure/autorest.powershell/blob/main/.azure-pipelines/test-sdk.yml.
