JCore-CARML activity log alerts add display name

This PR fixes/adds/changes/removes

1. CARML Microsoft.Insights - add option to pass in Log Alert display name vs just the name which may be truncated and not desired for display purposes.

Breaking Changes

1. Log Query Rule optional display name and condition to simply use name if it doesn't exist
