using Azure Database MySQL Flexible Server as MariaDB is being deprecated
added a dedicated database subnet which need delegation
updated NSG/ASG names
download new root certificate
updated slurmdb.conf

Breaking Change

NSG changed, AllowMariaDBIn/Out are renamed to AllowMySQLIn/Out and the target has changed from the admin subnet to the database subnet.
ASG renamed from asg-mariadb-xxx to asg-mysql-xxx

The slurm accounting database is not migrated, you need to backup prior applying this version and restore it after. close #1684
