add apiVersion to reference functions #64

fixes #63

When installing the blueprint with deployHub = false, an error occurs in the evaluation of the reference(...). This is fixed by addition of the apiVersion.

This repo is only a mirror of an internal repo which actually powers these built-ins. If this built-in is not currently working, can you open a support case to get this resolved?
