I was checking our public documentation and it seems we are not making a case for "Tenant Root Manager" Management Group being an exception from the other MG's for the parameter Name/Display Name usage if this command let, because you have to target the ID and not the Name or "Display Name" like the rest or it will not work.. as intended.
Can you check this, and maybe update the public doc?
