Describe the bug
Starting around 2024-03-01 12:30 UTC I have started to observe that "az resource show" is sporadically failing with an error message indicating no registered resource provider can be found for location 'eastus' and API version '2023-11-01'.
I am treating this differently than https://github.com/Azure/azure-cli/issues/28368 because that ticket is related to not specifying an API version. In this case I can be explicit about an API version and still hit the error sporadically.
If I instead use --api-version 2023-09-01 I am not seeing this issue.
