Description of Feature or Work Requested

The Azure Monitor team, in partnership with the HPC team is aiming to deliver a comprehensive [Observability solution] for AI/ML workloads running on HPC virtual machines and virtual machine scale sets. I am reaching out to get some assistance with updating VM/VMSS create CLI with a --enable-azure-monitor-metrics flag which will provide customers more flexibility for enabling this monitoring solution on VM/VMSS resources.

I have created a one pager doc(see below) that summarizes our ask, please can you provide with some guidance on next steps? Looking forward to your response!

@Daramfon10 May I ask if this feature request is related to security? Please note that currently, due to the CLI team being busy with the security wave and prioritizing security in this semester, so all the feature requests unrelated to security will be postponed. cc PM @Jacekey23
