ci: Unblock k8s 1.30 | ACN v1.6 testing

Reason for Change:

Currently windows dualstack k8s E2E testing on 1.30.X clusters is blocked by an HNS error with the loopback adapter. It is currently being investigated, but this should not block other components from being in the correct environment.

This will need to be reverted once HNS has released a fix.

This PR is to unblock #2924

Issue Fixed:

Requirements:

• [ ] adds unit tests
• [x] relevant PR labels added

Notes: We do not lose any testing coverage here as:

• Service tests are done for holistically checking that everything is functioning as intended
• Dualstack tests are to reconfirm that TCP and UDP connections work pod-pod, pod-node, pod-world. Our go test(s) cover all 3 primary scenarios but only with ping and IWR.
