feat: use proto in CNS usage of client-go #3131

Reason for Change:

Communicate with the API Server in Proto instead of JSON for improved efficiency. Every little bit counts, and this is basically a free change for us to make.

Requirements:

[ ] uses conventional commit messages
[ ] includes documentation
[ ] adds unit tests
[ ] relevant PR labels added
