Convert Legacy Pipelines to One Branch V2

As of now, we will need to convert the following legacy build pipelines to one branch v2, as a part of extensive security effort:

Migration Guides:

• Migrate Build Pipeline To OneBranch using ES365 AI tool
• S360 KPI - ES Standard: Pipeline Templates.

Pipelines Identified so far that Requires Migration:

• CosmosDirect-NET-Publish
• CosmosDB-v2-Publish

At the moment, I have assigned this task to myself.
