[ ] Enable aspire.autoConfigureDataProtection, by default.
ACA rollout plan is to get it done by May 13th. Enable it in azd for 1.9.1(May/14). Validate and enable.
[ ] Enable aspire.dashboard, by default
ACA rollout plan is TBD.
