Dependency and Extension pipeline update #4

Updated all dependencies
updated samples projects to .net core 2.1 and latest version of functions sdk
updated the extension pipeline to work with latest runtime and use updated pattern
updated e2e tests to work with latest packages
Specifically followed cosmosdb e2e found here
removed any unused old files

@brettsam Yes, all tests are passing. Just wanted a second set of eyes to review as this change affected a bunch of files. I'll go ahead and merge. Tx again!
