Allow Devops projects to list MSA account projects #24

If a user logins "az cli" with an Microsoft Account (individual, not organization) account. The listing project request requires "X-VSS-ForceMsaPassThrough" set to True inorder to pass through the VSTS API request "_apis/projects".
