Prepare package for alpha release #15

This PR changes our build script so that a package under the name AzureFunctions.PowerShell.Durable.SDK may be publish after running ./build.ps1.

It also modifies our manifest file to include enough metadata to label the package as a preview release on the PS Gallery.
