Added documentation for the WEBSITE_AUTH_OPENID_ISSUER setting. It took me a while to figure it out without documentation and without creating a function from the template and looking into Kudu. Hopefully that should help others get started from Visual Studio

@ConnorMcMahon as this repo doesn't have contribution guidelines so I went ahead on master. Let me know if you want me to submit an additional PR on dev or close this one and submit to dev instead.
