rename kusto start up file and bump the version to 0.10.0 added some folders to gitignore - auto generated files for .vscode and nodejs dist folder updated package version of Functions.Worker.Extensions.OpenAI to use Web Jobs 0.9.0-alpha (will need to update it to 0.10.0)
