Unable to deploy through webui in China

Description

From Customer:

Recently we received many request from different Incubation Center that they want to deploy our Remote Monitoring pre-configured solution on China Azure. But when I create this solution, the Region selection panel is blank (neither China North nor China East show up). This issue occurs for every account that I got from Incubation Centers, while my personal account works fine.
