ways about customizing to create a Free tier IoT hub by using build.cmd script #442

Hello,

We have some customers who want to create a IoT suite to China Azure Cloud with a a Free tier IoT hub. Is there any way to manage this by running build.cmd script?

I have changed the default value for iotHubTier/iotHubSku on PrepareIoTSample.ps1 and DeploymentLib.ps1, but it still created a S2 tier IoT Hub.

Did I miss something else?

my mistake, we can create a suite with free tier IoT Hub right now
