Enough critical fixes have been made to azure-iot-sdk-c since LTS 03/2024 release, which needs to be refreshed.

Description of the solution

Add a refresh LTS release LTS_03_2024_Ref02, which is LTS_03_2024 with specific critical fixes individually ported from main branch. The new version of this LTS release will be 1.12.1.
