Update uamqp to change default link credit back to 10k #2630

In the latest LTS release the default link credit got accidentally changed from 10k to 10. It needs to be changed back to 10k.

Description of the solution

Update uamqp submodule to consume fix already checked in that repo. Ref: https://github.com/Azure/azure-uamqp-c/pull/466
