[BUG] Release 4.1.1 is not published to NuGet so issues #199 & #205 are not fixed #243

Describe the bug Release 4.1.1 from Feb 2022 hasn't been published to NuGet, so issues #199 and #205 , although “fixed” are not fixed.

Expected behaviour Release 4.1.1 should be on NuGet so that dotnet add package Microsoft.Azure.NotificationHubs picks up a build in which #199 and #205 are fixed.

Any update for when we can expect 4.1.1 to be published to NuGet? I love the enhancement in #205 and would like to use it.

Reviving this issue, hopefully this change will still be included in the library at some point. This would hugely improve testability.
