Do not "disable for TypeSpec" rules for ARM or RPaaS even if they are marked as such in the ruleset #713

Now if rule is marked as disableForTypeSpec: true it will continue to be enabled for TypeSpec in case of ARM and RPaaS rulesets. I mean merged/final ruleset.
