Saw your name in the history of "AddAzureRmIotDeviceProvisioningServiceLinkedHub.cs", thought you could be the right person for this issue.
Because the request sent from azure-powershell client seems like consistent, this behavior looks more like was happened on server side, could you please take a look?

This has been identified as a bug on the service. Currently there is no ETA for the fix. We will post an update when this gets prioritized.

Description
Using the Add-AzIoTDeviceProvisioningServiceLinkedHub cmdlet, it is possible to create the same link twice. These are both visible within the Azure Portal and via Powershell. Trying to create a third identical link throws a
bad request

Selecting either one of these Links within the Portal and then clicking Delete removes both Links.
