Error description

"Az.DevOps.Blueprint" v1.0.3 won't install due to "Az.Blueprint" v0.2.9 not being catalog signed, according to the error message.

This issue is due to the psd1 in old version of Az.Blueprint 0.2.9 was not signed. The latest version 0.2.11 is signed. User has to use -SkipPublisherCheck parameter.

Sign all files are required by security ask. Sorry for inconvenience.
