I was able to repro the behavior you described BEFORE upgrading to the latest release. After updating, I'm able to create Premium V3 App Service Plans
Please use the latest version of Powershell for support
Description
New-AzAppServicePlan does not support the PremiumV3 tier. It should, according to the snippet at the bottom of https://docs.microsoft.com/en-us/azure/app-service/app-service-configure-premium-tier
Steps to reproduce
I expect this to create an App Service plan in the P2V3 tier. Instead, it uses the old P2 tier.
Manually I am able to create a P2V3 App Service plan in this region.
