Replace Microsoft.Azure.OperationalInsights dependency #16787

The Microsoft.Azure.OperationalInsights NuGet package has been deprecated. The Azure SDK team shipped Azure.Monitor.Query as a replacement Please make plans to migrate. Copying @dingmeng-xue, as we briefly discussed this in October.

@dingmeng-xue Heads up that support for the Microsoft.Azure.OperationalInsights package ends on March 31st. Please prioritize this migration.
